A man in Ogun state has been arrested by the police over his alleged involvement in his daughter’s untimely death.
The suspect, Bisi in Ogbere community was said to have beaten his daughter, Yemi to death over her alleged misbehaviour.
Bisi reportedly ran away after clubbing his 12-year-old daughter to death.
The Sun reports:
Reacting to the incident, the state Police Commissioner, Ikemefuna Okoye, said that with the assistance of members of Onigogo’s community, the police would apprehend the suspect.
He also warned parents and guidance to correct their children and wards with moderation, as “the law would not pardon anyone for his excesses like this and anyone involved will be dealt with according to the provisions of the law”.
In a related development, a 34-year-old pastor at Olorunsogo, Abeokuta, has been detained.    The suspect, Adekunle (surname withheld), was arrested for allegedly, “fingering” a female member of his church in a bid to confirm her virginity, within the church premises last Sunday.
The state  Police Public Relations Officer, Muyiwa Adejobi, who confirmed what he described as an ugly incident, disclosed that the  father of the victim reported the incident to the police.
According to him, Adekunle’s arrest followed the 20-year-old victim’s report of her terrible experience to her father.
The police quoted the father of the girl as confessing to him that the pastor had fingered her severally, “even when she was observing her menstrual period”.
“My daughter told me that the pastor had fingered her severally even when she was observing her menstrual period. He even recently fingered her to confirm her virginity during a  church service”, the father told the police.

The Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, has said the country appears to be suffering from resource curse, whereby a tiny elite benefits from the oil wealth, whereas the mass of people languish in abject poverty.
The finance minister, who said this in an interview posted on the website of the Council on Foreign Relations, Washington DC, noted that although since 2004, the Gross Domestic Product (GDP) had tripled, largely due to oil revenue, the lifestyle perception of poverty had actually gone up because of rising inequality.
Okonjo-Iweala said: “The pace of growth should be faster. We should not be content with growing at an average of seven per cent.
“In order to make appreciable inroads out of poverty, like China did, we actually have to perform like China and grow at nine to 10 per cent a year. Because everybody else is growing at one per cent and some are contracting, seven per cent looks pretty good. But with the poverty problems we have, we actually have to grow faster.”
The minister insisted that the quality of growth in the country must also change.
“Our Gini coefficient has been going in the wrong direction. We don’t need the bulk of the growth being captured by a smaller segment of the population. We have to correct that by precisely pursuing growth in sectors that create jobs. That’s why agriculture is enormous,” she added.
She however stressed the need for the diversification of the economy.
“Nigeria has always talked about diversification, but we actually have to deliver it, and that is what this administration is doing. We’ve completely revamped the agricultural sector. Young people are now all trying to be involved,” she said.
“There’s a programme called Nagropreneurs -- not a very pretty name -- for young agricultural entrepreneurs, who are being supported. We are almost the largest rice importer in the world, and we mean to be self-sufficient by 2015,” she added.
Speaking on the development in the housing sector, Okonjo-Iweala pointed out that the recently launched Mortgage Refinance Company of Nigeria (MRC) would unleash growth on the sector.
“We have only 50,000 mortgages in this country of 170 million. Everybody tries to save over their lifetime to buy a house. There are no affordable mortgage rates. That’s not acceptable,” she said.
The finance minister disclosed that Nigeria being the largest recipient of Foreign Direct Investment (FDI) in the continent has continued to attract a lot of companies.
She disclosed that Procter & Gamble invested $250 million in baby products in the South-western part of the country, adding that the company would be investing additional $50 million.
Also, she said Indorama invested $1.2 billion in fertiliser and petrochemicals plants, while the Dangote Group is putting $9 billion into a series of refineries and petrochemical plants.
“We privatised the power sector, and investment has come in -- over $2 billion -- to purchase our power plants. Power is the single largest constraint on investment.
“A survey done by the World Bank shows that power and access to financing -- it’s not even corruption, that’s a little bit lower down -- are the top two constraints that businesses cite. Government has not been able to manage the power sector. And to diversify the economy, we must have power,” she declared.
Speaking on the obstacles she encountered when she was a minister under former President Olusegun Obasanjo’s administration, she identified “vested interests” as a major obstacle.
“It was really fierce in the ports. With customs, we didn’t succeed. In every single sector, people who were benefiting from the way that it was were very resistant to the way we wanted it to be. It remains a problem today,” she maintained.
According to her, she resigned as a minister then because “at some point, with some of the reforms we were trying to do, I felt that I was no longer able to stick to my principles,” adding that “the thing  political atmosphere was just like now.”
She explained further: “It was heating up. When it comes to election time, everybody wants all sorts of things. The sensible thing to do was to resign.”
The minister however called for a social contract where everybody agrees that certain things have to be done.

The President received an Anambra delegation.
President Goodluck Jonathan on Tuesday berated state governors who attacked his office publicly. The president said such attacks were not beneficial to the governors, nor their states.
Speaking to a delegation of Anambra indigenes who paid him a courtesy visit at the Presidential Villa on Tuesday to inform him of the pending exit of the incumbent governor, Peter Obi, from office after his two term tenure, the president said a number of politicians were fund of abusing his office. He, however, did not mention any particular governor.
“A number of politicians feel that the best thing to do is to be abusing Mr. President, abusing the Federal Government and so on,” Mr. Jonathan said.
“If you are elected to develop your state, I think the best thing is to have good relationship with the centre; whether you have a pin or you don’t have but one day it will come. Wearing boxing gloves, jumping into the boxing ring to face Mr. President does not help the development of any state.”
Mr. Jonathan commended Governor Obi for demonstrating that “he is a person, very distinct and he was able to manage the State Assembly that was predominantly controlled by another political party and we never had crisis.”
“He has shown very clearly that he is a politician that believes in the people not for himself.
“We thank you for all these and on our own part, we promise that this relationship we have with Peter Obi, the same relationship we will also have with the incoming governor and deputy,” he added.
The Anambra state delegation thanked the President for his support to the outgoing governor, during his two term tenure.
The group urged the President to extend the same hand of support and friendship to the incoming governor, Willie Obiano, who emerged winner in the Anambra governorship poll.
Speaking on behalf of the delegation, which comprised of leaders of both from the People’s Democratic Party, PDP, and the All Progressive Grand Alliance, APGA, A.B. Nwosu said, “We humbly ask that you embrace him (Mr. Obiano), partner with him and assist and guide him as you have done with Gov. Peter Obi. For that, Sir we the people of Anambra State shall be eternally grateful.”
Mr. Nwosu, a professor, said that stakeholders in the state had mixed feelings about Mr. Obi’s “imminent departure because we know that in spite of all the political odds which he encountered while in office, his leadership and service to our people and indeed to Nigeria has been visionary, courageous, meritor, credible, exemplary and purposeful”.
Amongst other things the governor has done, Mr. Nwosu said, there is “no doubt in our minds that history will judge him (Mr. Obi) very well”.
“We equally know that Gov Obi would not have been successful if you had not offered him broad and very open support both personally and as the President of the Federal Republic of Nigeria. For these Sir we say thank you immensely.
“We commend you, Mr. President, for your transformational leadership and for creating the political space and enabling environment which helped our beloved governor — your brother, friend and most ardent supporter– to shepherd Anambra from a pariah status to stability, civility, security, economic growth and to reclaim its niche as the Light of the Nation,” he said.
Mr. Nwosu, on behalf of the delegation, thanked the president for ‘all’ he has done for the state including the promise to flag-off the second Niger Bridge “which our people have long yearned for. Your compact and article of faith with the people of Anambra is a solid one. As you have cared for, and shown us much love, we too, shall reciprocate in equal measures”.
He pledged that the delegation would “continue to support your Government and its far reaching policies in the overall interest of our country, the more so when these are challenging times”.
In his response, the President said instead of the delegation thanking him, he should thank them for the role they played during the 2011 election.
“Really you don’t need to thank me, we are the people to thank you because we know the role you played for us during the election, not just delivering Anambra State; I’m not even talking about votes given to us but the role you played for us.
“You galvanized people across the country, just like the Principal Secretary said, there is no state you will not see Anambra person playing key role in the industry or commerce of that state. We owe you appreciation,” Mr. Jonathan said.
The president said he would be in Anambra on March 10 for the ‘ground breaking ceremony’ of the Second Niger Bridge. He said the ceremony had been put off “until we are fully ready, until the finances have been worked out. I would not want to go for a ground breaking ceremony and another two years, four years, another President would go there again for another ground breaking ceremony.”
He noted that whatever challenges were being faced by the country “is transient, very temporary, we will soon get over it by God’s grace”.
The Anambra delegation included the state deputy governor, Emeka Sibeudu; governor elect, Willie Obiano; deputy governor elect, Nkem Okeke; Obi of Onitsha, Alfred Achebe; former Anambra governor, Chinwoke Mbadinuju; PDP spokesperson, Olisa Metuh; and foremost constitutional lawyer, Ben Nwabueze.

A middle aged man in Lagos has been arrested and charged to court after reports that he raped his teenage daughter.
42-year-old Pedro Anegbe is said to have stated that he raped the 15-year-old girl because a spirit asked him to do so in order to get a job.
The accused has been arraigned before a Magistrate court sitting in the Ebute Metta area of the state and is facing charges bordering on forceful sexual intercourse.
The incident is said to have occurred at the family home on Ifelodun Street in the Fatolu Ipaja area of Lagos.
The Investigating Police Officer, Bakare Murtala revealed the results of his investigation to the court.
He said:
“The defendant is the biological father of the girl. She told us her father had sexually harassed her. We questioned him on his daughter’s allegation and he confessed to the crime. He said he had raped her twice.”
Anegbe, while pleading innocent to rape, said he had started hearing the voice after he lost his job and it had told him to damage some things and rape his daughter.

The United States has passed a damning verdict on the Nigerian government under the leadership of President Goodluck Jonathan. The government, it says, has been shielding those guilty of high-profile cases of graft.
In its Country Report on Human Rights Practice for 2013, the US State Department alleges that the government had been frustrating the Economic and Financial Crimes Commission (EFCC) from prosecuting those found culpable of financial crimes.
Section 4 of the report entitled ‘Corruption and lack of Transparency in Government’ states that “the EFCC faced several frustrating setbacks during the year (2013)”.
According to the US State Department,”despite the arrest of several high-ranking officials by the EFCC, allegations continued that agency investigations targeted individuals who had fallen out of favour with the government, while those who were in favour continued their activities with impunity”.
The report obtained by LEADERSHIP yesterday cites the presidential pardon granted former Bayelsa State governor Diepreye Alamieyeseigha “who was convicted in 2008 for embezzling over $10million in state funds”. Police corruption, it says, remained “rampant” and the lack of legislative protection for whistleblowers like suspended Central Bank governor Mallam Sanusi Lamido Sanusi was the most offending among the pile-up of corruption cases in Nigeria.
Besides, the report notes that the refusal of President Jonathan to disclose his assets and the lackluster in implementing the “Public Access to Information” (the Freedom of information Act) by the federal government also feature prominently in the US report.
The report observed that EFCC chairman Ibrahim Larmorde, who took over office in 2011, continued previous cases or brought new cases against 12 nationally prominent public officials, amidst several frustrating setbacks faced by the anti-graft agency during the year.
On the presidential pardon granted the president’s former boss, the report states: “While Alamieyeseigha served two years in prison and forfeited the property he held in the country, he was still wanted in the United Kingdom on money laundering charges, and another foreign government seized his assets. By granting him a pardon, President Jonathan paved the way for Alamieyeseigha to run for another elected office or to hold other appointed offices.”
On corruption in the Police Force, the report notes: “In January the EFCC won the conviction of John Yakubu Yusuf for embezzling two billion naira ($12.6million) from the Police Pension Fund,which carried with it a two-year prison sentence. The judge fined Yusuf N250,000 ($1,570) in lieu of prison time.
“The day following this judgment,the EFCC re-arrested Yusuf on the charge of failing to declare a N250million ($1.57million) bank account on his mandatory Declaration of Assets Form; Yusuf remained in custody pending trial at the end of the year.”
The report also cites the case involving former Bayelsa governor Timipre Sylva as one of the corruption cases still pending. It states: “In February 2012 the EFCC brought criminal charges against former governor of Bayelsa State Timipre Sylva for laundering almost 5 billion naira ($31.4million) of funds belonging to Bayelsa State. In October 2012 the EFCC seized 48 properties worth approximately one billion naira ($6.3 million) allegedly belonging to Sylva in Abuja.
“Sylva was granted bail in January. The EFCC discovered still more evidence of Sylva’s money laundering activities,and after he refused to co-operate with the investigation,the EFCC arrested him again in May to bring new charges,raising the amount of money he was suspected of laundering to 6.46 billion naira ($40.6 million). The court held Sylva in custody for one month before granting him bail of 100 million naira ($628,000);the court refused his request to return his passports to travel to London with his wife.”
The report further cites the trial of a member of the House of Representatives, Farouk Lawan, who was indicted over soliciting a bribe from business mogul Femi Otedola, noting that the case which started on October 23 was still pending.
Citing other corruption cases, the report notes: “On July 4, the Federal High Court in Abuja acquitted former Minister of Works and Housing Hassan Lawal. In May 2011 the EFCC arrested Lawal on 24 counts of fraudulently awarding contracts, money laundering and embezzlement of 75 billion naira ($471 million).
“On May 28, the Federal High Court in Abuja started the trial of former Speaker of the House of Representatives Dimeji Bankole for making fraudulent contracts worth 894 million naira ($5.6 million); it continued at year’s end. “

Malaysia Airlines says it has lost contact with a plane travelling from Kuala Lumpur to Beijing, with 239 people on board.
The airline said in a statement that flight MH370 disappeared at 02:40 local time on Saturday (18:40 GMT on Friday).
It had been expected to land in Beijing at 06:30 (22:30 GMT).
"Malaysia Airlines is currently working with the authorities who have activated their search and rescue team to locate the aircraft," the carrier said.
"Our team is currently calling the next-of-kin of passengers and crew."
The Boeing B777-200 aircraft was carrying 227 passengers, including two children, and 12 crew members.

"We deeply regret that we have lost all contacts with flight MH370 which departed Kuala Lumpur at 12.41 am earlier this morning bound for Beijing," said Ahmad Jauhari Yahya, Malaysia Airlines' group chief executive officer.
'Lost over Vietnam' The passengers were of 13 different nationalities, the airline added.
The flight went missing two hours after taking off from Kuala Lumpur.
China's Xinhua state news agency said it was lost in airspace controlled by Vietnam.
It said some 160 Chinese passengers were among the people on board.
The aircraft did not enter airspace controlled by China and did not make contact with Chinese controllers, the agency added.

"We are very concerned learning this news," AFP quoted China's foreign ministry spokesman, Qin Gang, as saying.
"We are contacting relevant authorities and are trying to confirm relevant information."
Fuad Sharuji, Malaysian Airlines' vice president of operations control, told CNN that the plane was flying at an altitude of 35,000ft (10,700m) and that the pilots had reported no problem with the aircraft.
Malaysia Airlines has told the BBC it will be holding a press conference later on Saturday.
"Our thoughts and prayers are with all affected passengers and crew and their family members," said its statement.
The airline is the national carrier of Malaysia and one of Asia's largest, flying nearly 37,000 passengers daily to some 80 destinations worldwide.
The route between Kuala Lumpur to Beijing has become more and more popular as Malaysia and China increase trade, says the BBC's Jennifer Pak in Kuala Lumpur.

Rape scandal: We had mutual sex –Obesere
Popular fuji musician, Abass Akande, better known as Obesere, has denied the rape allegation leveled against him, claiming that he and the lady had a mutual sex.
Earlier in the week, one Olanike   Olaiya, a National Diploma graduate of business administration from Ibadan Polytechnic, had reported to the police that the artiste forcefully had sex with her and in the process, inserted a ring into her private part which caused her to bleed.
Speaking to Saturday Beats later in the week, Obesere admitted getting to know the lady recently but said the sexual aspect of the relationship was consensual.
“A friend of mine, Alhaja  Bola Omowo introduced Nike  to me barely two weeks ago. Obesere Rising, a product, is coming to Nigeria, Alhaja told me that Nike would want to be one of the marketers. From there, we became friends.”
Obesere denied asking Nike to sleep over in his house as she reported in her petition.
“She spent two days in my house and she felt at home. So, how could I have raped her? Why didn’t she shout while I was ‘raping’ her?  She was the one that went to the kitchen and cooked and I ate all she prepared in those two days.
“Why would I force any lady to sleep over in my house when there are so many other ladies begging to sleep in my house?  I took her as my girlfriend and a sister. I even left her at home and went out the second day. She was the one that called me while I was away that she needed to get to Ibadan.”
Obsere said he was surprised when the lady called him to say she was ill.
“She said she was seeing something strange in her body. I told her to tell Alhaja that introduced her to me to take her to the hospital. She said she didn’t want to do that as Alhaja might broadcast it to everybody that she slept in my house. I called Alhaja and she told me nothing was wrong with Nike. Alhaja eventually asked me if I was a ‘mugu.’  Alhaja was the one that told me that Nike had suggested a plan for the two of them to blackmail me of N5m to N10m. I am a street guy; I am not a ‘mugu.”
Obesere said he took Nike to his doctor who also confirmed that nothing was wrong with Nike.
“My doctor however suggested she go for scan and my boys took her back to the hotel in order for her to go to the lab the next day. It was later that day that my gateman called me to say police had invited me to the police station. I told my lawyer to go. He was the one that told me the girl was set out to embarrass me.”
When Saturday Beats asked the singer where his wife was during the incident, he said she understood his kind of life and assured that the allegation wouldn’t affect his marriage.
“That is why God is God. It is only God that is perfect. My wife is aware of this mess. She understands the kind of job I do and she knows such things happen. My house is intact; nothing can destroy it. I am going to sing about it. This lady has already made me more popular,” he said. Punch

Prophet T.B Joshua, the general overseer of the Synagogue Church of All Nations has given his opinion on the 2015 elections saying the exercise may fail to happen in a few states battling against the menace of Boko Haram.
Joshua also spoke about the relationship between the Peoples Democratic Party and the opposition All Progressives Congress saying they are similar in spirit.
Read excerpts of the interview below: 
There are so many troubles in Nigeria today, problems with insecurity, threats to national unity and political manoeuvres by rival political parties. What are your comments concerning these troubled times in the country?It is a normal thing for a country that has a bright future, God’s promise. A bright future always attracts persecution, condemnation and enemies when it’s realised that the future is bright; you will see a lot of pressures and threats. The country is on the path to greatness; it will compete with any Western nation in the future and the Western nations know that Nigeria is going to be a giant. That is why their support in these trying times is needed. There is no country that has not passed through this. All the countries that have become great today, they all passed through turbulence that nearly consumed them. How we manage the situation matters. If we don’t manage it well, we will not witness the greatness. It is not that the greatness would not come but it would not be for our generation. The greatness will still come but for the coming generation.

With the turbulence being experienced in some states of the federation; and the election just around the corner, how do you think this will play out?
Elections will not happen in some states because of the frequent attacks. This could affect between three to four states. The states would be a no-go area due to violence and elections would not take place in those states unless we move closer to God. We must intensify our prayers. This is what God has showed me and you can imagine what would happen if elections don’t hold in those states. It would have great implication for our democracy.

How should we manage it?
We should not allow the politicians to politicise all the areas of our lives. For example if you want to enjoy anything, you have to be part of their party – to get a job etc. Unless you are part of their party, you cannot benefit from things that should be available to you as a citizen. Look at electricity, health etc. – they have politicised everything. Even religion has been politicised; Christianity has been politicised. Politicians go to church; the pulpit is where they campaign now.
Even they go to churches and mosques to bomb them. These are people in church who had gone to pray for themselves. Must everybody become a politician? How we handle the situation at hand now matters. If the situation is not well managed, we will find ourselves postponing the great Nigeria, meaning we will not witness it but it would be witnessed by our children.
Don’t let us politicise every area of our lives. Let us carefully play our politics with keen decency because 2015 matters in the history of Nigeria. It is either we cross the bridge successfully or it collapses. A good Nigerian that wants this greatness should be able to pay whatever proper price that is needed to be paid to make this dream of a great Nigeria possible. If your being in politics will make this greatness come, then join. From now to 2015 is a very important period in the history of Nigeria and if we don’t manage the situation well, our democracy would be rubbished.

How do you mean … that our democracy would be rubbished?
A situation where there would be lawlessness – lawlessness in the sense that the law would not be capable of guiding us because of the pros (for) and cons (against) as contained in the law. That would now take so much time which would lead Nigeria to a discussion table. Where would you and I be at that time?

What can you say about APC and PDP?
In body we can call it APC and PDP but in spirit, they are one and the same thing. I am yet to see the difference. I am looking forward to seeing the difference.

The president has just suspended Sanusi Lamido and people are saying he is being witch-hunted because of his revelation on $20bn missing oil money. What is your take on this?
There are some agencies that are technical. CBN is one of the agencies that we should not play politics with or politicise. One, the head of the agency should do away with politics; the president should also not play politics with the agency.

With the situation in the country today and the agitation on 2015, what advice do you have for politicians not to create more tension in the polity and what is the way out?
The advice; many of us need to leave politics while many others need to join, in order to inject fresh blood. The people that need to leave politics are not the common people. This is in order to avert the disaster that could rubbish our democracy

The Synagogue is now like a tourist centre; what’s happening here that is different from what is happening in other churches?
There is nothing happening here that is different from other living churches. If there is any difference, it is the availability of abundance of anointing to meet needs. Where there is demand, there is supply, says the Lord.

The Minister of Finance, Dr. Ngozi Okonjo-Iweala, has explained how the Olusegun Obasanjo administration spent the loot recovered from the late maxiumn dictator, Gen. Sani Abacha.
She said that contrary to reports that the sum of $2bn was recovered from Abacha’s loot,  only $500m was recovered under her watch when she was first made finance minister.
The minister made the clarification amidst conflicting figures about the actual amount recovered.
For instance, speaking in London in November 2006, the pioneer Chairman of the Economic and Financial Crimes Commission, Mallam Nuhu Ribadu, had said that “Abacha took over $6bn from Nigeria,” and that $2bn of the loot had been recovered.
Ribadu repeated the same figure in the same month during the 12th International Anti-Corruption Conference in Guatemela.
Three months ago, Ribadu repeated the same claim in Dakar at the 2nd Annual High Level Dialogue on Governance and Democracy in Africa.
As Minister of Finance in the Olusegun Obasanjo administration, Okonjo-Iweala, in 2005 – a year before Ribadu made his claim – at a news conference in Switzerland reportedly said that Nigeria had recovered about $2bn total of asset from Abacha.
But reacting to the conflicting claims on the stolen money, the minister who spoke through her Special Adviser Communication, Mr. Paul Nwabuikwu, said that the recovered $500m under her watch was verified and used in a structured manner for developmental projects.Nwabuikwu said, “The minister did not say only $500m was recovered as the entire loot of Abacha. What she actually said was that under her watch when she was in government as a minister, it was that amount that was recovered. And that money was used in a structured way to carry out some programmes of government.
“You will recall that at a point, she left government to return after some years and she cannot be held accountable for whatever happens when she was not in office.
“So the bottom line is that only $500m was the amount recovered when she was in government.”
On how the funds were utilised, the minister through her special adviser said part of the recovered loot was used to fund projects in the power, health, works, health, education and water sectors.
The minister supported her claims with a report jointly prepared by the World Bank and Ministry of Finance – a copy of which was made available to our correspondent,
According to the document, the sum of N21.70bn was spent on power (rural electrification and power generation); N18.6bn on works (priority economic roads); and N10.83bn on health (primary health care and vaccination programme).
Also, N7.74bn was utilised on basic and secondary school education (primary schools, junior secondary schools and federal government colleges) and N6.20bn on water (potable water and rural irrigation).

Kidnapping is a major security threat in Nigeria, especially in its south.

Kidnappers of President Goodluck Jonathan’s uncle and foster father, Inengite Nitabai, have reportedly rejected N30 million offered by the family.
The 70-year-old was abducted by unknown gunmen 13 days ago in Otuoke, Ogbia Local Government Area of Bayelsa.
PREMIUM TIMES learnt that the president’s family members have resorted to prayer sessions to seek divine intervention.
Perhaps seeking to supervise the release of his uncle, President Jonathan arrived Otuoke, his hometown, on Thursday.
Prior to Mr. Jonathan’s arrival and since the kidnap, there has been a heavy presence of security operatives in Otuoke.
There are rumours in Otuoke that Mr. Jonathan’s presence may facilitate the release of funds to pay the kidnappers.
Mr. Inengite reportedly played a vital role in funding Mr. Jonathan’s undergraduate and post-graduate studies.
The gunmen had earlier established contact with the family and demanded for a ransom of N500 million to free the victim but were offered N30 million by the family, family and security sources told PREMIUM TIMES.
The kidnappers reportedly dismissed the offer which they described as a joke. They warned the family to meet their demand.
The police spokesperson in Bayelsa had told PREMIUM TIMES on Wednesday that the police was doing its best to free the victim.
Kidnapping has been on the rise in Bayelsa despite a law that punishes the crime with the death penalty.
Many victims’ families secretly pay ransom to the kidnappers to free the victims.

Nigerians have spent $6.5bn on private jets - the BBC visits one in Lagos

Nigeria's rich elite are increasingly buying private jets to avoid flying on commercial airlines, reports the BBC's Tomi Oladipo from Lagos.
"There's an average of nine aircrafts fixed here in the hangar," says Peter de Waal of ExecuJet Aviation Nigeria, looking across at a line of sleek jets, as a team of engineers works on them.
ExecuJet provides a hangar and is authorised by major aviation companies to provide maintenance services for business aircraft, attesting to the rapid growth of the private aircraft industry in Nigeria.
"Maintenance was done in Europe and the United States, but our services here can help save time and an enormous cost," Mr De Waal told the BBC.
Travelling on Nigeria's commercial airlines, even in business class, can be problematic, with frequent delays and rerouting causing an inconvenience for everyone, including those for whom time is money.

This, with the added exclusivity, has made the option of bespoke air travel a popular one for the super-rich.
"It is difficult to estimate the exact number of private jets in Nigeria because the majority are under foreign registries," says Rady Fahmy, the executive director of the African Business Aviation Association.
"Aircraft in Nigeria, and most of Africa, are owned by individuals who are businessmen and women," he says.
"This is in contrast to North America and Europe where the account is usually under corporate ownership.
"The choice to put it under individual's name is due to financing requirements."
'To owner's taste' Most of the jet owners prefer to avoid the spotlight, especially when it comes to discussing their wealth, although within aviation circles it is common knowledge who owns what.
The long-range Bombardier Global Express XRS, worth about $50m (£30m), is preferred by those at the top of the rich list, including Africa's wealthiest businessman Aliko Dangote, oil baroness Folorunsho Alakija, and the mobile phone tycoon Mike Adenuga, who also own both short and long-range business aircraft.
Other common models - ranging from about $57m to $39m - are the Gulfstream G550, Bombardier Challenger 605, and Dassault Falcon 900, with owners ranging from politicians to clergymen.
Mr De Waal makes a quick phone call to a jet owner and I am granted access to a sleek Falcon 900.

The passenger area is divided into several parts, including a general area with four seats, a business meeting area also with seating for four, an enclosed area with a large couch that can be converted into a bed, and a small bathroom at the back of the plane.
It is all made to the taste of the owner, a billionaire businessman, who asks not to be identified.
The planes are also mostly registered abroad, mainly in the US, Bermuda, the Channel Islands, the Isle of Man and Mauritius.
Some industry insiders think owners prefer such arrangements as aircraft lose their resale value if they are registered in Nigeria because of doubts over maintenance standards.

For those who are not quite able to afford their own planes, Nigeria's chartered flights business is also booming, attracting international companies such as Hanger8 and VistaJet.
The growth of the air transport industry and the economy has led business aviation manufacturers like Beechcraft Corporation into the African market, with Nigeria as a key focus.
"We have seen a large number of deliveries of business aircraft across the continent over the past decade," say Scott Plumb, Beechcraft's vice-president of sales for Europe, Middle East and Africa.
"We fully expect this trend to continue as a greater number of entrepreneurs and corporate entities seek to take advantage of the benefits of business air travel on the back of Africa's strong economic growth."
Cultural peculiarities also make it to the runway, with huge entourages of friends and aides swarming around Nigeria's larger-than-life VIPs.
"You can sometimes see five or six cars at the same time to receive one person," Mr De Waal says.
In October 2013, the Nigerian Airspace Management Authority introduced a luxury tax of about $3,000 for every departure of a private jet.
The jet owners responded by saying it was unfair and the senate soon ordered a suspension of the levy - a sign of the political influence of Nigeria's wealthy businessmen and women.

President Goodluck Jonathan and some top government officials on Saturday escaped an air mishap at the Minna Airport, Niger State, when a presidential jet developed a technical fault, while they were aboard.
The presidential jet, Nigerian Air Force 001 (5N-FGT), had earlier conveyed Jonathan to Minna for the -Peoples Democratic Party’s North-Central rally which held at the Trade Fair Centre, Minna.
At the end of the rally, the President returned to the airport in company with top government officials, PDP state governors and party chiefs for a trip to Sokoto, from where he was scheduled to return to Abuja.
However, several minutes after Jonathan had bade farewell to those who accompanied him to the airport, and the door of the aircraft was shut, the aircraft failed to move.
After many attempts, crew members and engineers disembarked from the aircraft and made spirited efforts to fix the fault as armed security men took strategic positions around it.
While this was going on, Vice-President Namadi Sambo; President of the Senate, David Mark; all PDP governors, members of the National Assembly and members of the Federal Executive Council were watching under the scorching sun.
When it became obvious that the fault could not be easily fixed, the commander of the Presidential Air Fleet, Air Vice Marshal Uko Ebong, ordered that a smaller presidential jet, 5N-FGW, which conveyed the Vice-President to the state be brought to fly Jonathan.
Jonathan disembarked from the faulty jet at about 3.30pm and quickly moved to the smaller aircraft.
He later left the airport in the smaller aircraft at about 3:35pm, leaving behind some of his co-occupants in the bigger jet.
Sambo also had to join Mark in another smaller presidential jet, 5N-FGV, which had earlier conveyed the Senate President to the state. Senator Barnabas Gemade and a few other dignitaries also joined them.
Those who were with the President in the faulty aircraft before they disembarked included the National Chairman of the PDP, Adamu Muazu; Chairman of the party’s Board of Trustees, Tony Anenih; former chairman of the party,  Ahmadu Ali; former  Sokoto State Governor, Attahiru Bafarawa, and some presidential aides.
At the time of filing this report, engineers were still battling with the faulty jet on the tarmac in the deserted airport while officials of the Federal Airport Authority of Nigeria were seen taking notes.
Some security men were left behind to keep watch on the aircraft.
When asked for what was wrong with the aeroplane, an official of FAAN simply said, “The return engine refused to pick.”
Another source who pleaded anonymity, said the hot temperature in the city led to the fault.
“What the commander said was that the high temperature affected the engine of the aircraft,” he said.
When asked why the hot weather did not affect the two other presidential jets, the source explained that the Air Force 001 is “more digitalised than others.”
The incident occurred despite the fact that in the past four years, at least N48bn has been allocated to the Presidential Air Fleet, a range of 11 luxurious aircraft which are at the disposal of the President.
According to the 2014 Appropriation Bill presented to the National Assembly by President Goodluck Jonathan through the Minister of Finance, Dr. Ngozi Okonjo-Iweala, in December 2013, a total of N4.91bn was earmarked for the Presidential Air Fleet.
For the maintenance of the 10 aircraft currently in the Presidential Air Fleet, N1.52bn was allocated.
This was apart from the N747m earmarked for the purchase of aviation fuel for the aircraft already in the fleet.
The government earmarked the sum of N2.66bn for other expenses on the PAF, including international trainings for the fleet’s personnel, rehabilitation/renovation/repairs of the PAF Barracks, completion of a hangar project, tyre bay tools and equipment, insurance premium, cleaning and fumigation services, 797 units of LG 2HP air conditioners for the PAF Barracks and refreshment and meals.
For the year 2013, a total of N7.5bn was allocated the Presidential Air Fleet, while in 2012, N15.6m was allocated for personnel costs; N969m for overheads, which included spare parts, checks, aviation fuel; and N16.8bn was allocated for a brand new plane for the presidency.
In 2011, an N18bn allocation to the PAF was tucked under a N105bn budgetary allocation to the “Intelligence Community.”
Also, in the 2010 proposal, the Presidency had proposed the acquisition of four new aircraft for the presidential fleet and had made a budget provision of N23.4bn in that budget for them.
Experts have put the combined estimated value of the 10 planes in the presidential fleet at about $390.5m (N60.53bn).

Tunde Adelabu, a Nigerian student schooling in Malaysia has been allegedly shot dead by policemen in the Asian country during a raid in his neighbourhood.
Reports say Adelabu, who was returning from school with his friends, was shot in the head during a police raid in another apartment. He reportedly ran when a police car followed them before the sad incident happened.
A group of Nigerian students in Malaysia have therefore called on international human rights organisations to take up the fight in securing justice for the victim.
“We call on the Federal Government to fight for our right as many Nigerians are being killed. We need justice for dead Adelabu Tunde,” they reportedly said.

It’s somewhat hard to believe but a well known herbalist, Emmanuel America, who lives in Owhawha village in Delta State has denied having knowledge of the activities of armed robbers who patronise him.
Mr. America, who was arrested after he was accused of using supernatural means to fortify men of the underworld against bullet shots and other operational hazards.
America, 44, met his waterloo when a gang of arrested armed robbers led a crack team of detectives to him as there ‘juju’ man.

The confessions of the trio, Mr Johnson Samuel Rarire (32), Mr Ovinne Ikwweki (37) and Mr Garba Mohammed (23), after they were caught with a Honda CRV with registration number BZ 115 RSH belonging to one Mrs Ekpesu Celestina, led to the discovery and eventual arrest of the self-confessed herbalist.
Mr Johnson was the driver of the snatched jeep while Mr Ikpeki was a welder. Both are from Delta State while Mr Mohammed  hails from Zamfara State.
The jeep was reportedly snatched from Mrs Ekpesu at gun point along Chevron Clinic Road, opposite DBS, Warri at about 6 p.m on March 1.
According to the police, during the parade of the suspects last Monday, Mrs Ekpesu’s 18-year-old son struggled with one of the robbers, but was lucky not to have been shot by the gun-carrying bandits. The boy received much beatings for daring the robbers than Mrs Ekepsu, who was also manhandled.
Mr America, while speaking with journalists, claimed he was not part of the gang, but head of his village’s vigilance group. “It was a surprise o. It was somebody that involved me in this nonsense o,” he said.
The suspect, who was all tears, claimed that a boy that he knew about two weeks came to inform him that he was eased of his job and that he should help him restore it through his magical powers.
“I just did some herbs that I mixed together, the one used to protect oneself from gunshots and dagger wounds. When I  did the medicine, I warned them that if they use it to do any bad thing, they are on their own,” the herbalist narrated.
When asked what the charm could do, Mr America, said “it’s just that when somebody shoots you with gun, the bullet will not enter your body. That was the medicine I did for them.”
He denied that he was aware of what they wanted to use the charm for, warning his fellow herbalists to be wary of concocting charms for unknown customers.
Mohammed said he only joined the gang on January 23 and did so to eke some living, given the economic hardship in the country. “I know what they were doing but they said I should join them and get some money, so that I can get a house to stay because where I lived was not good enough,” Mohammed, who had been in Warri for 10 years, lamented.
The driver of the stolen jeep, Mr Johnson, who confessed he was used to helping criminals to “cross” stolen cars to other states, said he had lived in Lagos before relocating to Delta State 10 years ago. “They asked me to help them cross the vehicle to Benin and as we were crossing, they stopped us. I knew the car was stolen. I have never been caught since I have been doing this business,” the 32-year-old driver said.
Mr Ikpeki said he was not a member of the gang but only accompanied the other two to carry out the operation.
Items revovered from the suspects included a double barrel gun with batch number FSA 13276, a dagger, three single-barrel locally-made guns, pellets soaked in roots’ concoction, dead snakes soaked in a bottle, a ritual bunch of broom, and various charms recovered from the shrine of America.
Meanwhile, Delta PPRO, DSP Kalu and the Area Commander, ACP Hussein Rabiu, while speaking with journalists, enjoined the public to cooperate with the police by providing useful information that could lead to arrest of criminals in their domains.

Passengers Beat Two Plane Hijackers to Death on Chinese Flight
Two would-be plane hijackers were beaten to death by passengers and crew aboard a flight bound for the regional Chinese capital of Urumqi on Friday, The Global Times reports. The men died in the hospital from the injuries they suffered at the hands of those whom they thought would be their victims.
There were a total of six men involved in the foiled plot to hijack the Tianjin Airlines flight. All of the men were reportedly Uyghurs, a local Muslim ethnic minority.
Less than 10 minutes after the plane took off from Hotan airport in southwest Xinjiang, China at 12:25 a.m., the men, aged 20 to 36, announced their intentions to horrified passengers and attempted to storm the cockpit using a “broken crutch” made of aluminum as a weapon.
But before they could get to the cockpit, they were tackled by passengers and crew members who tied them up with belts and restrained them until the plane made it back to the airport about 20 minutes later. There were reportedly 92 passengers and 9 crew members on the flight.

“All six of the hijackers were ethnically Uyghur, and they tried to break into the cockpit using a broken crutch as a weapon, but were overpowered by passengers and crew,” Hou Hanmin, chief of the regional information office, confirmed to the Global Times.
Hanmin also said the investigation is ongoing and it’s unclear whether the men were part of a larger terrorist group. However, police are still examining materials the suspects were carrying, believed to be explosives.
At least seven people were injured in the scuffle with the hijackers. The remaining four suspects, who were lucky to escape with their lives, are currently in police custody.

Li Wei, director of the Institute of Security and Strategic Studies at the Beijing-based China Institutes of Contemporary International Relations, told the Global Times that, judging by the nature of the hijack, it was a terrorist attack.
“The hijackers adopted violent measures to threaten the lives of civilians and their intentions are also suspicious since we’re coming up to July 5, the third anniversary of the riots in Xinjiang,” Li said. “The successful frustration of this terrorist plot proves that airport security is very important and that it’s also vital for the crew members and passengers to act quickly.”
Authorities have reportedly started house-to-house inspections in Hotan city after an illegal madrassa holding 54 children was raided earlier in June.
“Separatists in Xinjiang are trying to make some noise before the opening of the 18th National Congress of Communist Party of China on the meeting of WUC in Tokyo. It shows that the hijack and other serious terrorist attacks in southern Xinjiang are motivated by exile groups overseas and the connection is close and underground,” Li said.
At least 12 people were killed during terrorist attacks at the end of February, Xinhua reported.
Xinjiang officials participating in China’s annual parliamentary session in March stressed their determination to fight terrorism.
Dilxat Raxit, a spokesman for the German-based World Uyghur Congress, argues that the incident was only a fight over a seat dispute, not a hijacking attempt, according to News.com.au.
“We warn China not to use this incident as another excuse for crackdown,” he said in a statement.
Two of the four living suspects are reportedly being treated in a local hospital after mutilating themselves.

At least 210 Boko Haram terrorists have so far been killed as a combined force of Nigerian soldiers on a special operation began raid of Sambisa forest, which is the insurgents’ camp in Borno State, top security sources said.

“We cannot say uhuru for now, but we are gradually penetrating Sambisa forest and so far over 210 armed Boko Haram terrorists have died as a result of a heated gun battle between our troops and the terrorists at the peripheral part of the Sambisa,” said the source.
The troops, who were given marching orders by the presidency and the Defence Headquarters to end the Boko Haram conflict before the end of April, would not want to make mistakes this time round, he said.
LEADERSHIP Sunday gathered that villagers in some parts of Damboa local government area that shares borders with Sambisa forest have turned the area of the attack into some tourist centre as they went there to see the corpses.
The source said the attack on Sambisa was from all fronts because of the vast nature of the area which connects Borno, Yobe and Adamwa states. The ongoing operation in Sambisa forest has since forced some of the terrorists to flee into the city of Maiduguri to seek refuge. But most of them were arrested by the ever-vigilant members of the Civilian-JTF.
A top official of the Civilian-JTF in Maiduguri, Abubakar Malum, said they have so far arrested over 50 suspected Boko Haram members since last Saturday’s twin-bomb blasts.
“Most of the arrested Boko Haram suspects were caught trying to invade the town with dangerous weapons like guns and improvised explosive devices.
“We have arrested one old man near the Air Force Base with a bomb and handed him over to the military. Most of them were arrested inside town while fleeing from the bush camps because the soldiers are now raiding their hideout,” said Malum.
The renewed vigour in taking the attack to the Boko Haram camps came after the military had come under serious criticism by residents, especially the Civilian-JTF, who said the recent attacks on villagers soared because the military had been foot-dragging in raiding already identified camps of the terrorists.
Meanwhile, in Maiduguri, residents no longer enjoy the normal serenity of the night as everyone was being forced by the Civilian-JTF members in various neighbourhoods to keep vigil should some of the terrorists come attacking at night.
The military has not issued official statements to journalists in Maiduguri for some time now, a situation that has made it difficult for newsmen to confirm or deny reports.
