Few hours after resumption of work by the new Minister of Defence, General Aliyu Gusau (rtd), there are strong signals that discreet moves are on to conscript what a top security source called “dark forces within Western intelligence agencies” to tame insurgency in Northeastern Nigeria.

Citing top intelligence briefings, the source hinted that the Boko Haram conflict demands direct collaboration with covert units of Western intelligence agencies like the Central Intelligence Agency, M15, including security services of Germany, France, Canada and other Western capitals.
“Beyond the militant salafists, insurgency is also a dirty war, a proxy war woven around Western interests. We suspect that when and if Western interests are threatened, solution cannot be found unless they (Western services) are also integrated,” the official said.
Sunday Tribune was told that “dirty units exist conducting covert operations all over the world and the experience from the Syrian civil war confirms that such forces operate.
“The new direction, beyond the current strategies, is to link up with external intelligence services. We check where we are hurting Western interests in return for services of those discreet forces,” the source said.
Investigations, however, showed that the new Defence Minister, with his extensive background in intelligence operations within and outside the country, is assumed to be on top of the game. Checks showed that on the African continent, General Gusau is one of the four top security czars well respected by Western intelligence agencies from Western Europe to North America.
Sources close to Gusau told Sunday Tribune that “a three-prong approach is on the table,” even as he refused to explain the details.
“We are deploying all needed contacts and networks to tame the insurgents,” he said.

Bayelsa State Government has asked an Abuja Federal High Court to order the Economic and Financial Crimes Commission to immediately remit to it the N1.4bn, and another $1.3m recovered from a former governor of the state, Diepreye Alamieyesiegha.
The suit was filed by one Mr. George Uboh, the Chief Executive of Panic Alert Security System, who said he was acting with the mandate of the Bayelsa State Government.
Uboh said in line with the said mandate, he wrote to the EFCC requesting that the funds be remitted within seven days.
He added that, in response to the letter, he met with officials of the EFCC on December 19, 2013, after which the commission assured that the remittance would be made within a short time.
Uboh further explained that, following the EFCC’s failure to remit the funds as promised, the Bayelsa State Government had instructed that a suit be filed against the anti-graft agency in a bid to recover the money.
In a writ of summons issued at the Abuja FHC against EFCC and its Chairman, Mr. Ibrahim Lamorde, the plaintiff alleged that the commission was trading with the seized funds.
The plaintiff in the writ of summons asked the court to declare that the failure of the EFCC to remit the complete funds recovered from Alamieyesiegha and “subsequently trading with the funds by way of funds placement/fixed deposits is an act of corruption and an economic crime contrary to sections 6 and 7 of the EFCC (Establishment) Act, 2004.”
In the suit, the plaintiff’s counsel, Mr. Anthony Agbonlahor, also asked the court to order the EFCC to immediately remit the funds with the interest.
The plaintiff asked the court to, “direct EFCC to pay to it $400,000.00 being the amount forfeited by its former governor and which funds had since been repatriated by the United States Government to the EFCC.”
Bayelsa State Government also wants the court to order EFCC to pay 21 per cent interest on the N1.4bn and the $1.3m from November 1, 2013, until the final determination of the matter.
The plaintiff equally asked the court to declare that the EFCC chairman should not have allowed the looted funds recovered from Alamieyesiegha to be traded with.
Furthermore, the plaintiff asked the court to declare that Lamorde had violated his oath of office, and was therefore not qualified to continue in office as EFCC chairman.
A hearing date is yet to be fixed for the case, which has been assigned to Court Six of the Abuja FHC.

The minister of petroleum resources, Diezani Alison – Madueke, has apologised to Nigerians over the recent scarcity of premium motor spirit (Fuel) in major cities across the country.
Madueke said the situation ought not to have arisen in the first place but greedy marketers who thought government had planned to increase the pump price of the product embarked on hoarding.
The minister, who flew in from the United States of America on Saturday specifically to observe the situation in Lagos  told journalists shortly after visiting a couple of outlets that she would punish any marketer found hoarding fuel henceforth.
Madueke said she learnt some marketers had also diverted fuel at the expense of Nigerians and vowed the situation would not be tolerated again.
“Having gone round the state (Lagos), it is not just the filling stations at Ikoyi that appeared to be wet with the product, but other extreme locations like Ajah and other parts in Surulere.
“It appears there are lots of factors militating against efficient delivery of fuel. We learnt that some of the marketers instructed their drivers to change the number plates of their trucks to make it difficult for tracking. Does it mean those markets they   are diverting the product to are more lucrative than the intended market.
“I have directed the heads of the agencies, DPR, PPMC and PPPRA, to get back to me today and give me a clear picture and timeline in terms of numbers of trucks coming into Lagos, the volumes and where they are getting to in terms of the market.There is diversion and I want some ideas about the diversion. If we can establish there is, I want to know when and how this is being done,” she said .

The International Monetary Fund (IMF) on Friday called on the President Goodluck Jonathan-led federal government to intensify its fight against oil theft and production loss in Nigeria, stressing that the criminal act had caused a lot of setback to the economic growth of the nation.
Making this charge at the end of the IMF’s executive board consultation with the Nigerian authorities, the Fund advised the federal government to strengthen the regulatory framework by passing a sound Petroleum Industry Bill with enhanced oversight and transparency provisions.
Members of the IMF board of directors further stated that a framework for anti-money laundering and combating the financing of terrorism could support these efforts.
They however commended the Nigerian authorities for lowering inflation and considered the current tight monetary policy stance to be appropriate, given the risks associated with potential capital flow reversals. “To better manage liquidity, they generally encouraged more reliance on open market operations to guide short-term interest rates, ” they noted.
With regard to exchange rate policy, the IMF’s directors noted that greater exchange rate flexibility could serve as an important buffer against external shocks.
They also noted that the financial system was well capitalized with low non-performing loans, just as they recommended continued improvements in the supervisory framework, especially with regard to increased exposure from cross-border financial activities.
Furthermore, they encouraged the Nigerian government to build on the progress made in strengthening prudential policies, including by further enhancing the framework for anti-money laundering and combating the financing of terrorism, and implementing the remaining Financial Sector Assessment Programme (FSAP) recommendations.
Welcoming the plan to wind down the operations of the Asset Management Corporation of Nigeria, the IMF’s directors emphasized that structural reforms remain critical to improve competitiveness and productivity. To reduce poverty and inequality, the IMF’s officials encouraged Nigeria to persevere with their Transformation Agenda with continued focus on education and health reforms, the improvement of power supply, and broadening agricultural production.
They said: “Reform efforts should also aim at enhancing the business environment, improving productivity, boosting financial access to small and medium-sized enterprises, and strengthening governance and institutional capacity. The upcoming release of rebased GDP data and further improvements in statistical data collection should strengthen the basis for policy and private sector decision making in Nigeria.”
On the economy, the IMF officials noted that economic growth in Nigeria was expected to improve further in 2014, driven by agriculture, trade and services. Inflation should continue to decline, with lower food prices from higher rice and wheat production and supported by a tight monetary policy and a budget execution that maintains medium-term consolidation objectives.
They however welcomed Nigeria’s continued strong macroeconomic performance, underpinned particularly by sustained high growth in the non-oil sector, stating that inflation had continued to decline and the reserves position is adequate.
“While the economic outlook remains favourable, key risks include continued lower oil revenues from oil production losses and lower oil prices, the impact from the unwinding of unconventional monetary policy in advanced economies, and domestic political and security uncertainties,“ they said.
They also underscored that steadfast implementation of prudent macroeconomic policies and reforms will be essential to address the risks and vulnerabilities, generate more inclusive and balanced growth, and reduce unemployment.

Cossy Orjiakor always says it as it is without any form of equivocation. In this interview with the Sun Newspapers, the singer and actress opens up on many areas of her life – why she rarely appears in Nollywood movies anymore, what she has against acting nude, her relationship status and more.

It’s like you’ve been lying low for a while. Where have you been?
Yeah (giggles) I’ve been having fun really doing my own thing. But I’m working on a reality TV show designed to give back to society. I have this large heart for giving back, so I want to have a reality TV show where the winners would be encouraged to bring forth proposals which I would sponsor with the little I have. But if I could get sponsors it would be great!


For the past 10 years you’ve been active in Nollywood. Could you share your happiest moment with us?
That was when I started getting recognition back in the days when I just started acting; those were my happiest moments but right now I’m just there.

 

What’s been your saddest moment?
You should know now (laughter). Imagine all the false stories that they’ve published about me; ‘Cossy Orjiakor has HIV’, ‘Cossy had sex with a dog’, ‘Cossy did this and Cossy did that’. You know, that’s not cool. But I’m a fun person and I dress for the occasion. Like if I’m going for a costume party I’d wear a sexy costume and that’s a party that happens basically in the night. But the thing is that in the morning, when normal people see the pictures of the clothes in the papers, they judge me unfairly.


A lot of men including me are ogling right now. How do you handle your male fans?
I smile if they have the guts to tell me I look good, and I say ‘thank you’.


What if they want more?
I go out on my own most times. I have friends that own clubs, so if I’m bored and want to hang out; I could either go out on my own or with friends. It all depends on my mood.


I can see there’s a tattoo on your left boob. What does it signify?
It’s a rose flower. I got it a long time ago. I just wanted to know what it feels like to have a tattoo; I actually have four.


But having a tattoo on your boob must have been very painful…?
Yes, it was but I just wanted to know how it felt like having a tattoo (laughs).



You come across as a very fun loving and adventurous person. What makes you tick?
I am extremely happy; I tick because I am a happy person. I always see the comic side to everything around me especially in difficult situations.



Tell us about your love life; I mean the man in your life now?
I spent my Valentine alone.


Why did you spend Valentine alone?
I went for a party, a costume party where you dress as a sex icon at Galiante, so I wasn’t really lonely.


What’s the most romantic thing you’ve done lately?
I don’t remember.


But Valentine was only recently…?
(Giggles) I dressed up my dog and painted him; I have a canine. It was supposed to be an Alsatian dog but I was duped. When the dog became big, it was looking more like a local mongrel but just the same I love my dog, so I bought dye and painted it and gave it that unique Alsatian look and then off I went to party.


Who is in your life right now?
You know I don’t talk about men.


But your fans want to know?
I’m not lacking attention but I’m not really in a serious relationship for now.


What determines your fashion sense when you go out?
It depends on the mood I’m in and where I’m dressing for. You dress to impress and sometimes you dress to express yourself.


What’s the craziest thing a fan has done to you after seeing your boobs dangling sodangerously?
(Laughter) Yeah… I’ve had a lot of experiences especially from females. I could allow a female touch my boobs if I am in the mood. You know, they are like, ‘is it real?’ Men don’t really do much these days; it was a long time ago.


There’s this report that you once insured your boobs…?
No, no, no… that was a fake story. I don’t k now where it emanated from but it was funny any way. It all comes from this fake bloggers who compile fake stuff and publishe them online and they look so real.


What are those qualities you look out for in a man?
Physical fitness first and above every other thing; I love abs, I love a guy that works out; I love a flat tummy.


There’s this talk about a lesbian clique running Nollywood. Have they reached out to you? Have you heard about them?
No.


Recently, you were linked with porn actress, Afrocandy. In fact, she offered you a role in her yet-to-be-shot porn movie. Did you accept?
I’ve not met her but I think she’s a cool babe. I like her guts and Maheeda’s guts as well; they’re doing their own thing. If one way does not work, the other should; they’re paying their dues.


What about the porn movie role?
I can act in a porn movie but I can never go nude myself. If I have to act with somebody and they use a body double to do the acting, that’s fine. But as for me, I can never go nude. If you insist that I must act nude then you have to use a body double. They’ve done it before. That was when I was dancing for Obesere. They superimposed a dog on me and said I was having sex with the dog. And before I knew it everybody was calling me a porn actor! That picture was photo shopped. I can remember a guy called me up and said he had a picture of me having sex with a dog and I told him to go to hell; he wanted to blackmail me, and then he published the story and my family was embarrassed.


Those guys must have been mean. Have you forgiven them?
Yes, I don’t have time for that. I always forgive and forget; that’s why I am a happy person.


So, when are you getting married?
When I see the right man I will get married.


People have this impression that you’re hot between the sheets. How true is that?
I don’t know (blushes). I’m very good though; I believe I’m very good. Do you want to find out? (Giggles).


What’s the most adventurous thing you’ve done sexually?
I’m extremely adventurous believe me… when you’re adventurous you go with the flow and take over whatever happens; you don’t have a mind set of what you want to do; you just flow.


What’s been your greatest sexual experience?
If I tell, you wouldn’t believe it.


Are you not scared that the image you project may hamper your chances of getting married someday?
I’ve never lacked male attention; I’ve had my own fair share but I get scared easily because a lot of things about me might change when I get married. They will be like ‘stop this and stop that.’ Your life’s no longer yours and that scares me. When a guy’s coming after you and he’s saying ‘when we get married you’ll stop all this,’ I get scared. Once I hear that I get scared, I am extremely and fiercely independent.


Does that mean you can’t change?
I can never change and I have no apologies. I need someone who will polish me up in what I’m doing, not somebody who’ll change me. Change me to what? That sounds very unappealing.


Why don’t we see you much in movies these days?
The offers that I get are not paying enough, so I’d rather do other things that get me money.

Chinedu-Agbarakwe-sitting-after-his-arrest
35-year old man Godwin Chinedu Agbarakwe, residing illegaly in Thailand has been caught and arrested on immigration and drug charges after officers found crystal  methamphetamines hidden in his anus.

Agbarakwe who has been an illegal immigrant for 14 months was stopped by Pattaya Tourist Police on a Third Road side street on 24 February after he was spotted acting suspiciously.
The drugs were found on him as the police searched every part of his body.



PM News reports:

Police said Friday that the suspect claimed he turned to selling drugs when his clothing import-export business failed.
Officers said the Nigerian entered Thailand on a three-month visa on 8 September 2012. He’s been overstaying that visa since 8 December, 2012.

General Overseer of Tower of God Revival Ministry, Pastor Cletus Nzekwesiri Nwankwo and his wife are still recovering from the shock of being beaten almost to stupor by some other pastors in the Pentecostal church located at Akwakuma in Owerri West Council Area of Imo State.
Trouble started for the couple when two members of the church brought a goat and a cow as thanksgiving offering. At the end of the service, Nwankwo questioned one of the youth leaders who was untying the cow tethered to a post, asking him where he was taking it.
At that moment, he alleged, three other pastors of the church, whose names he gave as Elvis Nwachuckwu, Ikechukwu Nwogu and Victor Joseph arrived on the scene and challenged him on why he should question where the cow was being taken.
An argument ensued between the General Overseer and the trio over who had authority over affairs of the church. As tempers rose, the trio descended on Nwankwo and his wife and thoroughly beat them up.
Nwankwo alleged that his attackers wanted to eliminate him and to take over the church he laboured from 2002 to build in connivance with a relation of his late wife. Prior to the incident, Nwankwo said he had just returned from Ogun State where went to pray for spiritual renewal, noting that the thanksgiving service was the first time he would attend worship service in about a month. He said he had no inkling of the fate that befell him and his wife that fateful Sunday.
His words: “The obvious intent those people was simply to eliminate me so that they can take over the church I established in 2002 and employed them as pastors. I have been away from the church for about a month because I had gone to pray on the ‘mountain’ in Ogun State and just returned. I went to the church with my wife on that fateful February 19th and during the service two members of the church brought a goat and a cow for their thanksgiving but after the church service one of the youth leaders went to where the cow was tethered. As he was trying to untie it, I asked him where he wanted to take the cow to and who instructed him to untie it. But Elvis  Nwachuckwu, Victor Joseph and Ikechukwu Nwogu and seven other members attacked me.”
Continuing, he alleged that it was Pastor Elvis who wanted to strangle him by pulling him by his tie while the others were raining blows on him before his wife raised the alarm.
He spoke further: “They beat me as if I was a criminal to the extent that I fainted. It was my wife’s scream for help that attracted the neighbours who came to rescue me by calling in the police. Otherwise I would have been killed because I had already fainted.  I saw Ikechukwu holding a big stone which he wanted to use to smash my head, shouting that I must confess my sins before dying. My wife was also injured on her right leg when she was hit with a tile and up till now she has been at the Federal Medical Centre.
However, the embattled General Overseer revealed that the issue of the cow offering was not the main cause of the problem, staying that it was just a ploy by his co-workers in the vineyard of God to take over the church since the death of his first wife, Elizabeth Nzekwesiri Nwankwo, who, he said, was a co- founder of the church. He added that immediately he remarried, some of the people who attacked him vehemently refused to allow his new wife (Evangelist Helen Nzekwesiri) minister in the church, stressing that, “This trouble started after the death of my first wife, Elizabeth, because one of her relations had  accused me of being responsible for her death, an accusation that baffles me till date. Moreover, it was said that she was the real founder of the church and not me. I believed this relation of late wife connived with the three pastors. But real fact remains that it was I who ordained my late wife a pastor of the church just the same way I also employed the three pastors that attacked me. Today they are now claiming that I am not the General Overseer of the church and the question is, if I am not the General Overseer, who employed them? Of the three pastors only Victor Joseph’s appointment as a pastor of the church has been confirmed by me, while Ikechukwu Nwogu and Elvis Nwachuckwu are still on probation because they had no theological training and this was their anger because I had demanded that they should produce their certificate of ordination or theology certificate and that was my offence.”
Nwankwo also revealed to Sunday Sun that because of the lingering disagreement and the conspiracy against him, the three pastors and some relations of his late wife had hijacked all the offerings and tithes brought members of the church and that they have continued to deny him his due.
Meanwhile , one of the pastors alleged to have attacked Nwankwo, Elvis Nwachuckwu  told the Sunday Sun that the General Overseer  had been suspended from all church activities because of his teachings, which were allegedly inconsistent with  the scriptures  and that he had no business being in the church on that fateful Sunday. He said Nwankwo only became to collect the cow brought to church for thanksgiving  by a member.
“He has been on suspension for the past seven months because of strange doctrines and teachings which are inconsistent with the holy scripture and the Elders Committee of the church had to suspend him. So his coming to the church on that Sunday was simply to collect the cow and nothing. We refused to allow him do it because he had no business  being in the church  and had been told to stay clear from the premises of the church until the issues are resolved,” Nwachukwu said.

Barely two weeks after Uganda’s president, Yoweri Museveni, signed the anti-gay law into bill, two Ugandan gay men were caught in a hotel by a lodging attendant having sex.
According to reports, sexual moans were heard about 20 minutes  after the men had checked into the room they had booked at the hotel. The police were alerted by the lodging attendant who heard the men from a distance.
They were busted shortly after police arrived at the scene.

Convener of Save Nigeria Group (GN), Tunde Bakare, has predicted that the Northern part of the country will face serious violence if President Goodluck Jonathan decides to seek re-election for another four-year term in office.
According to him, the Niger Delta militants on the other hand would resume hostilities in the creeks and blow up oil installations if on the other hand the President decides not to contest.
The Senior Pastor of Latter Rain Assembly and running mate to the defunct Congress for Progressive Change (CPC) Presidential candidate in the 2011 general elections, Muhammadu Buhari, told Daily Independent that the solution to some problems in the country could be addressed at National Conference.
On whether the latest rise in terrorist activities in some North East states could be linked to plans by some elements to frustrate the conference, he said Nigerians in their majority must come together and ensure the success of the conference.
“Anyone can plan evil. But if the majority is still willing and working for this country to move on, we will overcome them. Darkness does not have power to overcome light.
“And don’t let us begin to assume that the increase in tempo of the attacks by Boko Haram is against the national conference. How about the election itself?
“That is why we say let us go to the conference to save ourselves of major unprecedented rage. Because the way it is right now, if President Jonathan decides tomorrow and say ‘I am going to run for election’, the North will boil. If he wins, it is the same, because North has been outside power equation for a long time now.
“Eight years of Obasanjo, four years of Jonathan and in-between, they are just sandwiched two years of late Umaru Yar’Adua.
“So, that could be part of the reason. Especially when the people in the North are feeling deprived and they don’t even know where to direct the attacks. And if Jonathan says ‘I am not contesting’ and the North wins, the boys in the creeks are going to blow all your oil wells. Head they win, tail, you lose,” Bakare noted.
He added: “So, whichever way, we are in trouble. The best solution right now that I can see is that let us go to the conference and let us critically examine these issues and I see God helping us if we can rise from the table of brotherhood, proffer solution to Nigeria’s problems and give a better hope to our people. Hope beyond the scope of human limitations”.
On whether the state of emergency declared in Adamawa, Borno and Yobe states by the President has failed to achieve its desired purpose, the cleric said Jonathan should be commended for taking the bold step, as the level of destruction would have been higher.
“If the emergency declaration has not achieved its desired result, it has tempered the gruesome violence you have seen. It could have been worse,” he stated.
“Imagine what could have happened if there was no state of emergency there. The Governor will flee, his cabinet will scatter and the people will flee in different directions.
“So, let us give credit where it is due. Are we seeing what we expect to see? Not yet uhuru, but let us continue and let us all work together.
Bakare further blamed traditional leaders in the affected areas for not doing much to identify the terrorists, saying it is high time Nigerians spoke in unison and collaborate with the authorities to rein in the activities of the sect.
“We should not just blame Mr. President. There are traditional rulers in those domains. Are you telling me they don’t know those operating?
“Don’t those people buy food? Don’t they go to the market? Don’t they live with people? Don’t they have wives and children? Even if they have isolated themselves, they will still have to go to the market to buy things.
“So, what is going on is more than what any one individual can resolve. I think all hands must be on deck. Traditional rulers and everyone who can influence society must do all they can to bring an end to this evil called Boko Haram,” he said.

Mr. Sanusi says he was suspended because of his determination to get to the root of the missing $20 billion oil money.
Few days before he was suspended, the outgoing Governor of the Central Bank of Nigeria (CBN), Lamido Sanusi, told top bankers in the country that they would have to open their books to unravel the whereabouts of the missing $20 billion oil money, the New York Times is reporting.
Suspecting that some of the bankers had helped in laundering the missing money, Mr Sanusi said on February 11 he warned the top bank executives in a bimonthly meeting that their books would have to be scrutinised to discover where the missing money had been lodged.
“Some of them were not giving information about their accounts,” Mr Sanusi said. “I told them I would order a special examination.”
Nine days later, President Goodluck Jonathan suspended him from his position.
Senior media aide to Mr. Jonathan, Reuben Abati, who announced Mr. Sanusi’s suspension said the central banker, was sacked for “financial recklessness and misconduct “inconsistent with the administration’s vision of a Central Bank.”
But Mr. Sanusi said he was suspended because of his determination to get to the root of the missing fund.
According to him, two of the bankers, he refused to identify, “went and reported to the petroleum minister.” He said he knew his days were numbered after that.
PREMIUM TIMES checks indicate that both the bank chiefs and the petroleum minister then pressured President Jonathan to quickly remove Mr. Sanusi so he does not expose the monumental corruption in the NNPC and bring down the administration.
“Once the president got that information,” a presidential insider said. “He had to act quickly to save himself and Diezani from further humiliation.”
Mr. Sanusi, who traced the missing funds to top political offices in Abuja, suggested that the fund might have been diverted to finance next year’s election.
“By making N.N.P.C. an issue now, the source of money for financing elections is threatened,” Mr. Sanusi said, referring to the petroleum corporation. “If this is stopped, there will be no money to finance the elections.”
“It was critical that we stop this haemorrhage,” he said. “Otherwise, we can’t maintain stability. Reserves had gone way down. We would watch the naira collapse,” he added.
“The strategy of the government was to discredit the messenger,” he said. The Nigerian president “doesn’t want me to bring out any more information that would get them into trouble.”
“A substantial amount of money has gone. I wasn’t just talking about numbers. I showed it was a scam.”
Some of the bankers present at the meeting where Mr. Sanusi had threatened to investigate their books to find where the money is being lodged confirmed the incident to the New York Times.
“He made it clear to them that the C.B.N. would need to unravel what was going on, and they should cooperate,” one of the bankers at the meeting said.
“One of us said, ‘What next?’ “ a second banker told the New York Times. “There was a general heaviness. He spoke tough.”
“For me personally, I don’t think there’s anything wrong with the position he has taken. We are Nigerians. We owe it to this country that things are run properly.”
Both bankers asked not to be named.
We contacted by the New York Times, Mr. Abati said “Mr. Sanusi has been making all kinds of claims to project himself as a victim.”
Last December PREMIUM TIMES exclusively obtained Mr. Sanusi’s letter dated September 25, 2013 to Mr. Jonathan alleging massive haemorrhage of crude oil fund by the Nigerian National Petroleum Corporation.
In the letter, Mr. Sanusi said between January 2012 and July 2013, over $49billion was diverted by the NNPC. He said the NNPC paid only 24 percent proceeds into the federation account, and diverted or stole the remaining 76 percent.
Over the course of the weeks that followed Mr. Sanusi reviewed the missing amount downward to $20 billion.
Even with the assurances by the Minister of Finance and Co-ordinating Minister of the Economy, Ngozi Okonjo-Iweala, that forensic audit will be done to determine what happened to the money, the government is still dilly-dallying on the constitution of the independent audit team.

The Commission of Inquiry blamed the state government for not proscribing the Ombatse militia.
The Nasarawa State Commission of Inquiry on the Ombatse killings has recommended the immediate prosecution of a senator, Solomon Ewuga, representing Nasarawa North Senatorial District; and Haruna Kigbu, a House of Representative member representing Lafia Obi Federal Constituency.
In the commission’s report, submitted last week, excerpts of which was made available to PREMIUM TIMES, officials of Eggon Cultural Development Association, ECDA, and Eggon Youth Movement, EYM, were also indicted as promoters of the militia group.
The commission said it discovered that Mr. Ewuga and other notable Eggon elders are financiers and promoters of the Ombatse militia that killed 64 police officers and 10 officials of the State Security Service at Alakyo Village on May 7, 2013.
The security officials were killed on a mission to dislodge the Ombatse, an Eggon ethnic militia, from their base in Alakyo.
Also recommended for prosecution is Nathaniel Mesa, a Nasarawa House of Assembly member representing Lafia North constituency.
The Commission recommended “that all persons on the stated list who appeared before the Commission whether as summoned witnesses or memoranda witnesses and intentionally gave false evidence on oath before the Commission should be prosecuted forthwith under
Section 158(1) of the Penal Code Law (as applicable in Nasarawa State)”.
“Their false testimonies were calculated to misdirect the Commission and prevent it from making proper findings on its Terms of Reference. The law qualifies such false evidence as an act to pervert the cause
of justice”.
“For the avoidance of doubt, the Commission is particularly recommending the following persons for immediate prosecution under the section given the high social standing of the persons who are least expected to misdirect the cause of justice: Senator Solomon Sunday Akku Ewuga, Hon. Dr. Haruna Joseph Kigbu, Hon. Nathaniel Agyo Mesa,” the Commission said in its report.
The Commission said it found that the security operatives were killed with fire- arms and cutlass, not spiritually, as purported.
It blamed the federal government for failing to save the lives of citizens and the state government for not proscribing the Ombatse militia.
“Federal Government’s unemphatic concern over the Alakyo killings even when its agents were the victims has not helped in the containment of violence in the State. The Federal Government’s attitude has given room for tendentious interpretations (largely of a political nature).
“Due to lax enforcement of the law by the relevant component units of the State’s criminal justice system, namely, the law enforcement agencies (especially the police), the Ministry of Justice and the
Courts, obvious perpetrators of violence have been left unencumbered and emboldened to remain what they are”
The Commission also blamed the Nasarawa State Government for the continuation of the activities of the group. It blamed the government for the high rate of unemployment in the state, non-provision of adequate security, and lack of good criminal justice system.
The commission added that from credible evidence, Ombatse is not a deity or cultural practice. It said the involvement of political forces has made it relevant.
It also said that the non-implementation of previous committee reports gave the group the impunity to carry out their nefarious activities without hindrances.
“Delayed and non-implementation of recommendations in the Reports of earlier Commissions of Inquiry has contributed to the patent disregard of Government authority with respect to the ban,” it said.

In what is seen as a reprisal attack, fresh allegations are flying over mounting profligacy by another female minister in the cabinet of President Goodluck Jonathan. One of the remaining two super-female ministers is being alleged to be wasting billions from public purse to maintain a private aircraft.
A group, Concerned Aviation Professionals (CAP) in a petition to President Goodluck Jonathan against the minister whom they described as celebrated but most controversial in the history of Nigeria said she have committed up to N3.120 billion in maintaining the jet devoted to family businesses alone.
Although CAP fell short of mentioning names, researches by Economic Confidential suggest that the group could be referring to Mrs. Dieziani Alison-Madueke.
CAP requested Jonathan to immediately launch a probe into the ownership, maintenance and usage of the Challenger 850 Jet marked OE-ILA which was domiciled at one of the private hangers in a Nigerian airport in the last two years.
About 15 months ago, there were similar reports in the media linking a minister to a private jet impounded by the French government carrying a business associate of top public officers on suspicions that the jet-a Bombardier Global Express XRS- belongs to the public officer.
The jet was discovered to have been purchased by the Bank of Utah Trustee in June 2012 through the same process that was also used in purchasing private jets for the governors of Rivers and Akwa Ibom States.
The petition signed by Abdul Malik Masaya and John Obande Anihiru, a copy of which was made available to the Economic Confidential said CAP has “impeachable records which confirms that the super minister has been frittering away scarce Nigerian resources in maintaining the Challengers 850 Aircraft at one of the private Hangars in the Nigerian Airports in the last two years.
“The incontrovertible evidence we have is that the Minister has been committing 500,000 Euros (N130 million) monthly to maintaining the aircraft in the lsast to years. Thus, in two years, the Minister has committed the sum of N3.120 billion to keeping the jet which is used for personal use and that of the Minister’s family alone”, and thus demanded “a thorough probe of this allegation should start from the FAAN, NCAA and NAMA. The agencies have records of all the trips the Challenger 850 jet made on the payroll of one of the nation’s top revenue earning agencies.”
The group said it “cannot comprehend the sense in keeping a plane solely for the use of a Minister, especially when the plane is not part of the Presidential fleet. We also know that Mr. President will promptly and readily oblige the Minister the use of any of the Presidential jets if it becomes imperative for the minister to embark on official trips on behalf of the government. Details at our possession include the series of flights the Minister had engaged in with the said plane in the last two years. The details include the different locations, time and date of the flights as well as the dates the plane returned to Nigeria at each instance. In fact we can confirm to you that the plane has been in use since July 2012.”
According to Economic Confidential independent findings however, this latest sleaze exposure might be a retaliatory action by a recently fallen super Amazon minister who was also caught in the act of monumental corruption perpetrated in some parastatals of the Ministry. Loyalists of the sacked minister claimed it was a jealous colleague within the administration that leaked the matter to the press.
There have been various speculations that in a bid to eliminate their rivals, some members of the cabinet engage in activities that will discredit such individuals by leaking confidential and sensitive documents to the public.
It would be recalled that Princess Stell Oduah was also accused of monumental corruption and wasteful spending following revelations that she forced parastatals under her supervision to procure armoured cars for her use to the tune of N255 million. There were speculations that she was not the only minister who had acquired armoured official cars in her fleet.
In the current allegation, the petitioners claimed that they have details of the series of flights the minister had engaged in with the said plane in the last two years. The details in their possession also include the different locations, time and date of the flights as well as dates the plane returned to Nigeria at each instance. They confirmed that the plane has been in used since July 2012 and that the waste has continued to gallop even in the wake of dwindling national budget.
In conclusion the petitioners admitted that “last year, there was outcry over the purchase of two bullet proof cars at N255m by the former Minister of Aviation Stella Oduah. Right now, the Minister is no longer in the cabinet and the Aviation sector has been reorganised. Incidentally, the bulletproof cars are available for public use. What do we then say of a Minister who lavishes billions of public money to maintain a private jet?”

At the closing day of the Northern Leaders and Elders Conference/Meeting, which brings together northern groups, the elders have advised delegates from the north to the National Conference to stage a walk-out on the conference as it becomes clear that it will be used to work against the interest of Nigerians.
The communiqué advised that all delegates to ensure that the conference agenda is carefully clean so that issues which may further threaten the country’s peace, security, harmonious co-existence, 2015 elections or which may offend the provisions of the constitution are avoided.
They were further advised that when it comes to decision-making, the delegates should seek to achieve full consensus on issues, or, failing that, submit all positions and opinions to the federal government, adding that voting on any issues should be avoided particularly in view of the possibility that they majority is likely to be contrived from the skewed composition of pronounced partisan interest.
However, speaking at the meeting, Professor Ango Abdullahi stated that the meeting had a representation of many northern groups who were concerned about what was happening in the north and was at the meeting to join forces with Northern Elders Forum (NEF) to speak with one voice.
Ango said the north did not need to participate in the National Conference to look for solutions to its problems and that the region had a difficult challenge to find political direction.
He said that some people were of the opinion that the northern region must be decimated and that he had been receiving threatening text messages for his  stand against anybody or anything that did not want to see north united.
Meanwhile, Dr. Yima Sen who presented the paper entitled “Challenges of Managing Pluralism in the North” said that the country under President Jonathan was going back to the ‘Leviathan’ time where leaders did not care about killing men, women and children.
He frowned at the so-called politics of Christianity by the federal government, noting that the early missionaries that brought the religion from America and Europe did not preach hatred or  mix politics with it.
Also in the paper he presented entitled “Imperative of Change for North and Nigeria,” Malam Nuhu Ribadu said the unfortunate security problem in parts of the north, which has become the byword for Northern Nigeria today, is an example of challenges that many nations had confronted. However, it is the ability of the constituted authorities to manage it and successfully contain it that differentiate ours from what happens elsewhere, he said.
“We slipped from that much-cherished position to something of a decrepit nation. Today, we lag behind in almost every index of progress. The elite have regrettably become more of self-conceited bunch, grabbing everything they could from the land, instead of thinking of what to give back to the land that made them”, Ribadu noted.
Ribadu said that what the north needed were basic fundamental tools for progress which is unity, and noted that northerners must do everything possible in restoring confidence as one another’s brother’s keeper.

The Independent Petroleum Marketers Association of Nigeria (IPMAN) has revealed that the fuel scarcity being experienced in the country was due to the federal government’s refusal to pay its members for imported products since the third quarter (Q3) of 2013, forcing them to stop further importation.
This was disclosed yesterday in Abuja by IPMAN national president Aminu Abdulkadir while briefing journalists during the Central Working Committee (CWC) meeting of the association.
He said its members were now dependent on imports by the Nigerian National Petroleum Corporation (NNPC).
According to Abdulkadir, marketers are being owed part-payment of imports made in Q3 2013, while they have not been paid at all for imports made in Q4 2013 and Q1 2014, a situation that has forced them to stop importation as they have gone insolvent.
He explained that there is presently a supply gap because the template of the Petroleum Products Pricing Regulatory Agency (PPPRA) only allow the NNPC to import 50 per cent of fuel consumed in the country while marketers, of which IPMAN members account for 87 per cent, import the remaining 50 per cent.
He said: “There are problems of payments and the way out is for the Ministry of Finance to act as quickly as possible. There is nobody that will do a job that is not being paid that will continue. The only way out is for the Ministry of Finance to commence payment of part of last year Q3, Q4 and this year Q1.
“With that the NNPC pressure will be reduced because, from the design of the template at the PPPRA, NNPC can supply 50 per cent of the product into the country;the rest of us marketers augment the balance of 50 per cent.”
While denying that products’ diversion was responsible for the scarcity, Abdulkadir said “all are legal diversion; if you make product available to Abuja and you have not made it available to Kano, Lokoja and Kaduna are they not Nigerians or are they coming to queue in Abuja?”
He, however, assured that its members have been instructed to prudently distribute the little product NNPC is injecting, adding: “We have done our best. Let them pay Q4 and Q1, then marketers will have the solvency to import and augment what NNPC is bringing.”
On whether deregulation is the solution to the perennial fuel scarcity, Abdulkadir said, “I will not in my correct senses ask government to go on full deregulation now; what suits our country is phased deregulation, not abruptly; it will not work.”

Situation ‘under control - Alison-Madueke
With long queues of vehicles piled up at petrol stations across the country for over two weeks, minister of petroleum resources Mrs Diezani Alison-Madueke still insists that the situation is “under control”.
The oil minister stated Tuesday that there was no plan to increase the official pump price of petrol. She declared that “over the next week we will flood the country with petroleum products”.
Alison-Madueke spoke to newsmen on the side-lines of the petroleum ministry’s 2013 budget appraisal/2014 budget defence before the joint House of Representatives committees on Petroleum Resources Upstream, Downstream and Gas.
She said the petroleum ministry through its relevant subsidiaries will be going after filling stations that have diverted and hoarded petrol.
Alison-Madueke: “Quite early it (fuel scarcity) has been taken under control in areas like Lagos. But, as I said when I went round stations in Lagos I personally talked to petrol station owners and also to consumers who were in the stations so that they will tell me exactly what they went through and where they found those pockets of scarcity and how bad it was.
“It was quite obvious that it could be caused by a number of things that we are looking into. There is some supply hitch which we are looking into. There is also diversion which was quite clear. There was an element of hoarding as well. And while we are trying to get to the bottom of who diverted what at the same time in terms of supply, we are trying to ensure that, over the next week, we flood the country with petroleum products.
“There was also some strange rumour that the Ministry of Petroleum Resources was going to announce an increase in the pump price of petrol which also helped to instigate some of the hoarding and some of the diversion. And I have said categorically that we have no plans to increase the pump price of petrol anytime in the near future.
“On the issues of supplies, more and more PMS is being brought in and over the next week or two we would flood the country with PMS. And in terms of the diversions, we would try and ensure that whichever stations we find to have actually diverted or hoarded produce, we will take them up and implement punitive measures no matter which stations they are, whether they are NNPC stations or any other stations, independent or otherwise; we will take them up to the full extent of the law.”
Petrol marketers and tanker drivers have blamed the shortfall on a delay in the approval of fuel import permits by the NNPC.
The few stations that have fuel have been reported to sell at between N100 and N150 per litre — well above the official subsidised price of N97.

‘FG may still privatise refineries’
In a related development, Alison-Madueke yesterday dropped a hint indicating that the federal government may still go ahead to privatize the country’s refineries.
This is even as the rehabilitation of the refineries is still ongoing at the moment.
The oil minister made the disclosure when she appeared to defend her ministry’s 2014 budget before a joint Senate Committee on Petroleum Upstream, Downstream and Gas.
She declared that the government should not be in the business of running refineries or any major infrastructure, adding that the best way forward is for the government to privatize the refineries.
“On privatization of refineries, let me put it this way: the federal government is continuing the rehabilitation programme, up till the time of privatization.
“At least to some extent — as we know the unions fought us strongly and so we stepped back for some time to look at it again  — but I have always said that the government should not be in the business of running refineries. I don’t think it should be, or any major infrastructure. I think the best way forward is the privatization of our refineries; rehabilitation continues, as it was continuing at the time.
“The unions stopped us. It was clear at the time we met with the unions they were not comfortable with the privatization and, as a result of our negotiations that time, we stand down on the privatization for this period in time.
“We are still with the ongoing discussion on that but the rehabilitation side of it never stops at any point even when we put forward the issue of privatization of the refineries.”
On emphasis of local content refining she said: “In terms of local refining content, you ask whether the government policies — investment in the downstream sector, I think; we have some information on some of the projects going on. It was to do with the policy framework on deregulation to enable implementation of the programme in a manner of undue attacks from the citizenry.
On why there was no budgetary allocations for the frontier exploration this year, the minister explained that it was not in the budget because the exploration is under the NNPC and not her ministry: “In terms of the frontier exploration agency, it is definitely still there and it is funded. It is not under the ministry but under NNPC; that’s why it doesn’t appear there. It’s a unit under NNPC. And in 2013 because of the heightened security issues in those areas, we were actually not able to do as much as we have done in the past, unfortunately. But, in 2014 we hope it will be a better year for us in frontier exploration.”
Speaking to Senate correspondents shortly after the defence, she reiterated that the government has no intention to increase the price of fuel and threatened that diverters and hoarders of petroleum products will be made to face the full wrath of the law.
“I won’t call it a recurring PMS shortage in the country. I think the media can testify to the fuel shortage for some time now. So I will hardly call that recurring, as if it has been happening for the past six months. It is not the case, so it has a lot to do with a number of issues.”

The All Progressives Congress (APC) has accused the PDP-led federal government of acting out a clandestine script to increase fuel prices through the back door, saying the ongoing nationwide fuel scarcity may have been induced to make higher fuel prices a fait accompli for Nigerians.
In a statement issued in Lagos on Tuesday by its interim national publicity secretary, Alhaji Lai Mohammed, the party said the fact that the scarcity has persisted despite the claims and counter-claims by the government and the oil marketers, and the measures purportedly taken by the government to ameliorate the situation, is the clearest indication of official deception.
‘’The more fuel trucks the government claims to have sent to major cities to ease the scarcity, the more difficult it is for Nigerians to obtain the product. This is an old trick and Nigerians should not be hoodwinked into believing there will be no increase in fuel prices.
“The only deterrent is to let the government know Nigerians will resist any price hike.
‘’The truth is that with the elections approaching, the PDP-led FG is  desperately seeking all possible avenues to raise funds for its usual electoral shenanigans, and increasing fuel prices has always been an attractive option to the government, not minding what the impact will be on the same people it has impoverished since 1999,’’ it said.

The Defence Headquarters yesterday said scores of wounded terrorists captured by soldiers in the ongoing military operations against insurgency in the north east have been pleading with soldiers to spare their lives.
The terrorists according to the Director, Defence Information(DDI), Major-General Chris Olukolade, were captured from their various camps in the fringes of Lake Chad by the Multi-National Joint Task Force and  other locations around Dikwa, Cross Kauwa, Kukawa and Alargarmo.
He said, the captured terrorists, some of whom are fatally wounded, were already making useful statements regarding the locations of their remnant forces and that “they are full of apologies and pleas for their lives to be spared promising to cooperate”.
“In their confessions, it was revealed that some of the camps have been disbanded following the directive of their clerics, who declared that the operation of the sect had come to an end as the mission could no longer be sustained.  The terrorists who are giving useful information as to the locations of their remnant forces, are full of apologies and pleas for their lives to be spared promising to cooperate.
“They confirmed that starvation was a major problem in addition to ceaseless bombardments on the camp locations even when they kept relocating.  They also confirmed that several members of the group have been wounded and no treatment was not forth coming.  Troops have continued their assault on other locations across the states covered by the state of emergency” Olukolade said in a statement.
Meanwhile, the DHQ has warned members of the public, who have suddenly embarked on sight-seeing on some dislodged camps and fringes of forest at Sambisa and other locations to desist from doing so as the tendency would no more be condoned while operations are still ongoing.
He said  “The general area still remains a theatre and movement remains restricted as the environment has to be cleared for safety of citizens.
The public will be informed when the locations are safe enough.”

Barely one week after Adamawa State Governor Murtala Nyako escaped death by the whiskers at Shuwa Village, his Benue State counterpart, Gabriel Suswam, yesterday survived a gun attack targeted at his convoy while he was travelling to assess the level of destruction in Guma Local Government Area.
Suswam’s attackers are suspected to be Fulani herdsmen who have been in a state of “war” with the indigenous Tiv communities of Benue State. Over 20 villages have been sacked by the Fulanis, a situation which prompted our exclusive story of last Monday when Gov. Suswam was raising the alarm that if he had not restrained the Tivs, there would have been bloodbath.
Governor Suswam who took off from Makurdi, the state capital in company with the Police Commissioner Adams Audu and some soldiers from the 72 Battalion around 10am yesterday, proceeded through Daudu town and was greeted at Ukpan community by an early morning invasion of Fulani herdsmen where they killed not less than 30 people, destroyed yam barns and burnt several houses.
But the soldiers withdrew from the trip at Ukpan, saying they did not receive directive to go any further even as the governor decided to proceed on the journey.
Shortly after leaving Ukpan, the governor’s convoy stopped at Tse-Kenyi where some houses had been set ablaze by the Fulani herdsmen. He was still assessing the level of damage when suddenly, the herdsmen who were grazing in the area started shooting sporadically to register their presence.
Immediately, the governor, all the top government officials including the Speaker of the state House of Assembly, Terhile Ayua, the Commissioner for Lands and Survey, John Tondo, Suswam’s personal physician, Dr, Ortese as well as all security agents and newsmen on the convoy took cover while policemen shot canisters at the rampaging Fulani herdsmen.
Subsequently, the governor was shielded into his vehicle by his Chief Detail and other security aides while all drivers on the entourage were ordered to leave the area immediately.
It took the intervention of policemen and the Nigerian Security and Civil Defence Corps (NSCD) personnel who continued to return fire for fire until everyone on the convoy escaped.
Speaking at Gbajimba, Suswam who lamented the level of destruction which had rendered several thousands homeless in the state, appealed for calm and promised to support the victims.
Recall that Governor Nyako had while speaking on the Adamawa Broadcasting Corporation (ABC) radio programme “Taba Kidi Taba Karatu”, last Wednesday had said that he narrowly escaped death in Shuwa, one of the villages he visited to condole with the victims of Boko Haram terrorism. But the Military High Command in Abuja faulted the governor’s claim. He insisted that the Shuwa incident was an attempt to kill him. The governor said the attackers were asking “which vehicle is conveying the governor?”
He said: “My security details had to whisk me away swiftly. In the ensuing pandemonium, some persons coming in the direction of the gunfire, are heard asking which vehicle was conveying me?”

Minister of Petroleum Resources, Mrs Diezani Alison-Madueke yesterday said her ministry has begun a probe of the current fuel scarcity across the country,vowing to deal with forces behind the scarcity.
She blamed the scarcity on hoarding and diversion of the products by some dealers, a development she said was born out of selfishness .
Addressing newsmen after a closed- door meeting with the House of Representstives joint committees on petroleum Upstream, Downstream and Gas , the minister assured that the situation was now under control . She stated that her ministry was set to flood the country with the product.
She said “It was quite obvious that it could be caused by a number of things that we are looking into. There is some supply hitch which we are looking into, there is also diversion which was quite clear. There was an element of hoarding as well. And while we are trying to get to the bottom of who diverted what at the same time in terms of supply, we are trying to ensure that over the next week we flood the country with petroleum products.
On whether the scarcity was caused by a planned increase of the pump price of petrol , Allison Madueke dismissed  the claim saying there was no such plan.
She said : “There was also some strange rumor that the ministry of petroleum resources was going to announce an increase in the pump price of petrol which also helped to instigate some of the hoarding and some of the diversion. And I have said categorically over that we have no plans to increase the pump price of petrol anytime in the near future.
“The issues of supplies, more and more PMS is being brought in and over the next week or two we would flood the country with the product. And in terms of the diversions we would try and ensure that whichever stations we find to have actually diverted or hoarded the produce, we will take them up and implement punitive measures no matter which stations they are, whether they are NNPC stations or any other stations, independent or otherwise we will take them up to face the full extent of the law.”
Meanwile, the minister yesterday told the Senate Joint Committee on Petroleum Resources and Gas that the Federal Government will still privatise the four refineries.
The minister told the senator Paulker Emmanuel-led joint committee during the 2014 budget defence of the ministry that the process of privatisarion of the refineries would have been concluded if organised labour within the petroleum industry had not kicked against it. She reiterated that privatisation of the refineries remained the best way to tackle the problems in the petroleum sector.
“The way forward is the privatisation of the refineries because government should not be involved in the business of fuel sales…”
On the scarcity of PMS across the country, she attributed it to rumours of pump price increase. “I wouldn’t call the current fuel shortage a recurring development because there has been no shortage in the last three years until two weeks ago.
“The shortage has a lot to do with a number of issues. First, there seems to have some scare or rumour that the federal government wanted to increase the pump price of petroleum products and I have said it categorically that the Nigerian government had no intention of increasing the pump price of petroleum products, anytime in the near future. That is for certain.
“Secondly,  whether it is as as a result of rumour or supply issue, there was a certain level of burden and we found out too that there was a certain level of diversion of petroleum products as well.
All of these we are trying to ensure that they are brought to an end very stoutly in this period and as a result I have been going out to monitor the fuel distribution and talk to petrol station owners in Lagos and to consumers as well just to get an understanding of where they had had the worse shortages over the last couple of weeks but it is coming under control now, we will be flooding the market with petrol over the next few weeks and beyond to ensure that whatever it is that is causing the shortage, whether is fuel diversion or rumours or pump price increment, it is dampened by force and we will ensure that going forward,  those that are found to be actually diverting fuel or hoarding even after all that we had done,  during the period.
